Covered California is a virtual “health insurance marketplaces” where consumers can shop, compare and purchase  and view income guidelines for MediCal health insurance from a large number of reputable health insurance carriers online.

Uniform Benefit Structure: California is requiring participating health plans to follow a uniform benefit structure to make it easier for consumers to make a choice. Plan designs within the Exchange will have metallic designations of Platinum, Gold, Silver and Bronze in order of descending benefits and rates. The same plans that are available to small businesses and individuals inside the Exchange will be available “Off-Exchange” in the private market called “mirrored” plans.  Premium tax-credits for small businesses and premium assistance for individuals are available only when coverage is purchase through Covered California

When a consumer enters the Covered California’s online application process all paths will lead to some level of health coverage. There are four (4) possibilities or pathways for the consumer to take: 1) Medi-Cal provides basic health coverage at no cost (qualifying individuals with household income below 138% of the Federal Poverty Level (FPL)), 2.) premium assistance and cost sharing reduction (CSR) health coverage provided by one of Covered California’s contracted private carriers to help make premiums and plan use more affordable (qualifying consumers with income less then 250% of the FPL), 3.) Premium assistance health coverage provided by one of Covered California’s contracted private carriers to help make premiums more affordable (qualifying consumers with income less then 400% but over 250% of the FPL), 4.) A “non-assistance” health coverage provided by one of Covered California’s contracted private carriers (consumers with household incomes over 400% of the FPL).
